A Development Application was received by the City of Sydney for redevelopment of 397-399 Cleveland Street and 2-38 Baptist Street, Redfern (Surry Hills Shopping Centre site) from Surry Hills Projects Pty Ltd on 20 September 2018.

The DA sought approval for the retention and adaptive reuse of the heritage listed former Bank of NSW building for retail purposes, demolition of all other buildings and construction of a mixed use development comprising 8 buildings, including excavation and construction of 3 levels of basement parking for 345 car parking spaces, lower level and ground level retail uses to Marriott, Baptist and Cleveland Street, commercial office uses of levels 2-6 of building G (Cleveland Street) and 157 residential apartments across Buildings A to F. Hours of operation of the proposed supermarket are 6am to 12 midnight 7 days a week. The application also proposes to provide a public park.

The application is Integrated Development as defined under the Environmental Planning and Assessment Act and requires an approval under the Water Management Act.
The application was placed on public exhibition between 4 October and 4 November 2018 and council received a large number of submissions. 

City of Sydney Council received a second round of submissions from local residents objecting to the proposal in relation to concerns that Council was considering the removal of the 3 Tonne limit on Baptist Street and Young Street. Council indicated that there were no proposals to remove this limit and noted that any development consent issued under the Environmental Planning and Assessment Act cannot make changes to load limits on public roads.

In Nov 2018 amended plans were submitted, proposing a reduction in residential apartments from 157 to 154, replacement of retail within Building D with 2 x residential terraces facing the southern through-site link, removal of cantilevered element over the heritage listed building to Cleveland Street, introduction of retail laneways at ground level accessed from Cleveland Street, and changes to articulation and materials throughout the development.

The application was assessed by Council officers and was referred to the City’s Design Advisory Panel for design review. The application was referred to the Central Sydney Planning Committee for determination in Nov 2019.
